However, after years of accumulation, this neighboring country is undergoing a thorough transformation.

From multinational giants increasing their semiconductor investments to frequent visits by top Vietnamese Communist Party officials to promote ASEAN regional cooperation, and local enterprises investing heavily in a super stadium, today’s Vietnam is slowly tearing off the “low-end foundry” label. It is striving for a greater voice in the international economic landscape with a more pragmatic stance.

On the surface, this is merely a shift in the supply chain, but in reality, it represents a complete transformation of Vietnam’s overall development strategy.

01 Industrial Upgrading: Gradually Extending into the Semiconductor Value Chain

Over the past two decades, South Korea’s Samsung Group has invested substantial capital to transform Vietnam’s Bac Ninh and Thai Nguyen into global-scale electronic manufacturing hubs.

Recent capital movements, however, reveal Vietnam’s new positioning within the tech supply chain. In late May, Samsung announced plans to build its first chip testing factory in Thai Nguyen. Concurrently, LG Innotek also stated it would invest in building its first semiconductor substrate manufacturing plant in Hai Phong.

Although these are not the highest-barrier wafer fabrication processes, the actions of these two major enterprises send a clear signal: foreign investment is assisting Vietnam in extending deeper into the chip value chain, enabling the country to gradually break away from its single role as a final assembly destination.

Samsung Electronics Vietnam Thai Nguyen Co., Ltd. is Samsung’s largest factory in Vietnam. Image source: https://baochinhphu.vn/

Why Vietnam?

The core lies in the major trend of global supply chain restructuring. To diversify risks and optimize supply chains, multinational companies are in urgent need of new manufacturing centers. Among numerous options, Vietnam has demonstrated unique attractiveness. It not only has an advantageous geographical location but also possesses long-term political stability and policy consistency, making its comprehensive conditions relatively mature.

Even more crucial is the accumulation of internal supporting capabilities. During its deep cultivation in Vietnam, Samsung has carried out multi-phase supplier support and training programs. A decade of nurturing has woven a relatively complete industrial ecosystem within Vietnam. Vietnam has chosen to pragmatically enter from peripheral segments, steadily integrating into the process of semiconductor industrial upgrading.

02 Regional Cooperation: Deepening Influence within ASEAN

As its economic strength grows, Vietnam is becoming increasingly active on the international stage. Recently, there have been increasing reports on Vietnam’s foreign policy and regional cooperation. The intensive visits by top Vietnamese Communist Party officials across Southeast Asia show Hanoi’s longer-term vision: no longer merely passively responding to risks, but actively participating in shaping the surrounding environment.

high-level contacts with countries such as Thailand, the Philippines, and Singapore, Vietnam has shown a strong willingness to cooperate. At the Vietnam-Thailand Business Forum, the Vietnamese side expressed the hope to break through traditional frameworks, create spaces for economic complementarity, and jointly consolidate their positions in the ASEAN regional supply chain. Furthermore, at the 3rd ASEAN Future Forum 2026 held in Hanoi, Vietnam further strengthened ties with regional neighbors regarding security, education, and strategic development projects.

Vietnamese leaders delivering an important speech at ASEAN. Image source: https://thanhnien.vn/

Macroeconomic data confirms market confidence. In the first five months of 2026, Vietnam attracted foreign direct investment (FDI) that surged by 34.9% year-on-year, with over 80% of the funds flowing into the industrial sector.

To support economic expansion, Vietnam is comprehensively advancing infrastructure and commercial cooperation. In the aviation sector, domestic airlines are accelerating the implementation of large-scale procurement agreements signed with Boeing and Pratt & Whitney. In terms of talent cultivation, the University of Da Nang and Russia’s Far Eastern Federal University (FEFU) have launched a joint education program aimed at reserving professional talents familiar with international rules for the future.

03 Forward-looking Investment: The Infrastructure Logic Behind the Mega Stadium

While industry and diplomacy are making steady progress, a recent large-scale infrastructure project that has drawn attention reflects the investment boldness of Vietnamese local enterprises.

On a construction site about 25 kilometers south of downtown Hanoi, Vingroup, a well-known Vietnamese private conglomerate, is accelerating a massive project—building the “Hung Vuong Stadium” with a planned capacity of 135,000 seats. It is designed to be a high-standard modern venue featuring an automated retractable roof.

The Hung Vuong Stadium is currently under construction. Image source: Reuters

Such a massive scale has raised industry concerns regarding commercial sustainability. After all, the average attendance of the Vietnamese professional football league is currently less than 6,000 people, making the task of filling this super stadium far from easy.

However, this is not a blind expansion. Behind the stadium lies the “investment ahead of demand” logic commonly seen during Vietnam’s rapid economic growth periods, and it also serves as the core landmark of the “Olympic Sports City,” which has a total investment of about $35 billion. The government plans to invest heavily in advancing over a hundred large-scale infrastructure projects by the end of 2030. Through this landmark, Vingroup is attempting to proactively position itself for the future international mega-events market and showcase Vietnam’s hard power.

04 Conclusion: An Emerging Power Worth Re-examining

From washing away the “pure foundry” label and capturing the dividends of the semiconductor industry, to deepening ASEAN cooperation and making forward-looking investments in mega-infrastructure, every step Vietnam takes demonstrates a clear strategic vision.

Naturally, rapid expansion is also accompanied by financial risks such as long payback periods and high corporate debt. Overall, however, Vietnam is gradually moving past the initial stage driven solely by low-cost factors. A stable environment and clear industrial pathways are pushing this country to occupy a more advantageous position on the international economic map. Facing this rapidly rising emerging power, it is well worth re-examining it with a more long-term perspective.

Want to discuss investment opportunities or related topics in Vietnam?
